Different accepted hash rate on same miners

Hi I have two S9 miners working side by side and they are reporting different accepted hash rates in the "Worker History" window.
The difference is noticeable too, one is reporting between 12 and 15TH/s and the other between 3 and 4TH/s.

Why could this be? Is there a way to fix it?

Most likely, the cause is simply bad luck. Since the mining server only receives shares above the specified difficulty, we can only extrapolate the hashrate from the number of shares you happen to find. The number can vary by quite a bit, and only the miner knows how many hashes are actually being computed.
