Reconnect issues with the WAMP server

Earlier this morning, the WAMP server's SSL certificate expired. The Let's Encrypt certificate authority requires that the server be rebooted to install the new certificate, so Chris did that.

Unfortunately, new website code released last week to reconnect customers to live data who disconnected caused an excessive number of reconnects, disabling the WAMP server and causing numerous issues with the system. Chris temporarily resolved the issue by limiting the number of connections from any single IP address, and Vance will correct the website issue that causes the large number of reconnects on Monday.
