Yes. Look at the probability of finding a block chart. You have a higher chance of finding a block the longer you run, but don't hit 100% until about 24 hours out. That's not exactly accurate. Based on what I've seen, at your speed you have about a 65% chance of getting a block after about 5 hours. The chance is only 100% after ~24 hours.

The time for the last block is for the entire litecoin network, not for this pool specifically. That the network finds a block in 15 seconds or so is not that surprising given that it has hundreds of TH/s on it.

Where are you getting 15 seconds? I'm sure they'd love to find a block every 15 seconds at this pool, but that's not happening.
