So, in light of the NiceHash hack, it would be understandable if sites were requiring human intervention prior to doing large payouts. I'm not saying that this is what is happening at Poloniex; however, it would make sense if it was. Its also a crappy way to run an exchange.

Doesn't holding a large amount of Bitcoin due to high fees make PH a target like NH was? PH isn't a bank. Perhaps a way to Exchange people's locked up BTC for something that is moveable, like LTC. I know PH isn't an exchange either.

I think that the simple answer is that "earning" on PH are based not on the coin, but on dollar value. The lower priced exchanges had shown litecoin cheaper than the higher priced exchanges. So, at a point in time if you were awarded 0.05, that would have been converted to LTC at the lower...
